Is there really a diversity quota for characters?

This applies to publishers as well as Amazon. I read an article about this, I will have to find it again so I can link it here. It said that publishers will not take on any book, no matter how good it is, if it is not diverse enough. What confuses me about this is some stories can't be made to be "more diverse" and in many cases, forcing a character for the sake of diversity hurts the story and makes the character seem weak/empty. Does anyone know about this?

Wow this is the first I'm hearing of it. While I applaud the general idea of what they are going for, I don't feel it is always accurate. A book based on a specific country, or sect of people, should be allowed to be non-diversified.

I agree. I feel like they end up hurting stories and pushing away good authors because they are forcing diversity.

I feel like this is happening with the Movie industry as well.
